Ideas cannot even be copyrighted. What you always want to shop is an executed idea, whether that is a screenplay, a pilot script, or, in our industry, a treatment for a show. And again, per this post, you aren't really "selling" that executed treatment in the sense that money exchanges hands. What you are trying to do is move forward into a development deal or series order, and those generally are given to experienced show runners and production companies that you have to have your own deal with.
